Comparative study on the application of World Bank Program for Result in the Ⅻ health project

• 摘要：根据贷款管理的需要,世界银行集团开发了结果导向管理工具(P4R),并首次在中国-世界银行第十二个卫生项目予以应用。世界银行集团传统的计划导向项目管理工具(IPF)在我国应用多年,有成熟的制度和丰富的项目管理经验,而对结果导向管理工具实际应用缺乏经验。本文以世界银行集团贷款中国医疗卫生改革促进项目(简称卫Ⅻ项目)及世界银行集团贷款/英国政府赠款中国农村卫生发展项目(简称卫Ⅺ项目)具体实践为研究客体,比较P4R与IPF的异同,用SWOT分析法评价P4R管理工具在卫生改革项目中的应用优势和存在挑战,以期为完善世界银行融资管理工具的应用提出建议,同时也为P4R工具应用于中国“一带一路”国际合作项目和国内卫生项目提供可借鉴经验。

  Abstract: In response to the needs of loan management, the World Bank Group developed Program for Result(P4R), which was first applied in the China-World Bank twelfth Health project. The traditional Investment Project Financing(IPF)of the World Bank Group has been applied in China for many years, with mature system and rich project management experience. However,The practical application experience of P4R is lack. Taking the World Bank China Health Reform Program-for-Results (the Ⅻ health project) and the world bank/ British government grant China rural health development project (the Ⅺ health project) as the research objects, appraise the similarities and differences between P4R and IPF, and analyze advantages and disadvantages of P4R in health projects with SWOT.This paper makes recommendations for improving the World Bank financing management tool, and provides reference experience for the application of P4R in “Belt and Road” international cooperation projects and domestic health projects.
