World Bank Health Security Cooperation Strategy and Inspirations

• 摘要：以世界银行集团为首的国际开发性金融机构，作为全球治理的重要参与者之一，在维护全球卫生安全、提升本机构及合作国家应对大流行和突发公共卫生事件的能力、建立新型合作伙伴关系方面投入大量财力物力人力。本文通过系统梳理世界银行既往在卫生安全等卫生健康领域的战略规划、工作重点、筹资方式、全球伙伴关系等，借以此次应对新冠疫情为例，深度剖析世界银行广泛参与并支持各国应对大流行的策略、进展、阶段性成效和挑战，对我国参与全球卫生治理，深化与国际金融开发机构开展卫生安全合作、创新合作模式提出启示建议。

  Abstract: The Word Bank Group (WBG), which is the leading International Development Financial Institution and one of the most critical global governance actors, invested considerable financial resources and expertise on maintaining Global Health Security, promoting the bank and partner countries in combating epidemic and public health emergencies, as well as building new collaborative partnerships. This paper systematically reviewed the WBG’s health strategy, priorities, financing instruments and partnerships, and took the WBG combating COVID-19 as an example. It discussed the response strategy, progress, characteristics and challenges of the WBG in the phase of COVID-19, and concluded with inspirations and suggestions on China’s cooperation strategy with International Development Financial Institution regarding health security cooperation and collaborative model innovation.
