Analysis of mental health policy for medical staff from the perspective of policy tools

Abstract: Objective To analyze the text of the mental health promotion policies of medical staff in China, analyze the use tendency and content characteristics of policy tools in the existing policies, and provide guidance for the optimization and improvement of subsequent policies.Methods A two-dimensional analysis framework composed of policy tools and two-factor theories was established, and external attribute analysis and content analysis were conducted on 19 mental health promotion policies issued at the central level.Results From 2000.1 to 2024.6, only one article was published in 2004, and the number of articles increased significantly since 2015, with the maximum peak in 2020; among policy text types, the most notification type (12,63.16%), followed by opinions (4,21.05%) and the least work plan (3,15.79%). A total of 368 policy codes were selected from the included policy texts. Among the 180 codes in the policy tool dimension, authority, incentives, capacity building, advice and guidance, and organizational change policy tools accounted for 19.44%, 15.56%, 28.89%, 31.11%, and 5.00%, respectively; In the 188 codes of the two factor theory dimension, hygiene factors and motivational factors account for 63.83% and 36.17% respectively.Conclusion The mental health promotion of medical staff in China lacks legal support, and the types of policy tools are rich, but it presents an unbalanced state. It pays attention to the use of hygiene factors, and pays less attention to the incentive of medical staff. To enhance the mental health of medical staff,it is necessary to jointly promote legislation, optimize the combination of policy tools and internal structure, improve human resource management, and improve the promotion mechanism of key factors.
