Abstract: Objective: To analyze the overall synergy and internal structural characteristics of Community Rehabilitation Policies in China, and to explore the application of policies from different perspectives, so as to provide a reference for further improving the community rehabilitation policy system. Methods: Starting from the three dimensions of policy tools, policy strength and service system, and combining the content analysis method, this paper makes a quantitative analysis of 51 policy texts on community rehabilitation services issued at the national level from 2009 to 2022. Results: A total of 318 policy codes were selected from the included policy text. In the dimension of policy tools, supply, environment,and demand policy tools account for 27.4%, 55.0%, and 17.6%, respectively. in the dimension of service system, service subjects, service objects, service contents, service methods, and service guarantees account for the respective proportions of 33.6%, 11.0%, 19.5%, 12.9%, 23.0%. Conclusion: Chinas community-based rehabilitation policies for persons with disabilities are diverse in theme and rich in content, but the internal structure of policy tools and elements of the service system need to be optimized, and the overall synergy between dimensions needs to be improved.The combination of policy tools should be scientifically configured according to the policys future development goals. Enhance the attention of service recipients and consolidate the precision of service content. Focus on inter-dimensional policy synergy and strengthen policy implementation.
