Abstract: Based on the perspective of policy tools, from 312 documents issued by the state and relevant ministries and commissions since 2000, 31 policy documents were selected for the study, taking into account their authority, comprehensiveness and representativeness, and the text content analysis method and time series analysis were used to explore the type, quantity, structure and content of relevant policy tools in the construction of old-age service system since entering the aging society. It is found that after the 18th CPC National Congress, the focus of Chinas elderly service system construction has evolved from supporting home, community and institutional elderly care to a stage of coordinated development that systematically and comprehensively promotes the coordinated development, resource integration and optimal allocation of various elderly care modalities, but the existing policy tools used still have unbalanced structures, incompatible contents and poor implementation. The study proposes policy suggestions from the aspects of strengthening demand assessment , improving policy precision, optimizing resource allocation, improving policy accessibility, breaking down institutional barriers , and improving policy synergy.
