Abstract: Objective: To summarize the development of grass-roots Chinese medicine services in China in the past ten years, find and discuss the problems existing in the use of policies in this field, and provide reference for the adjustment and introduction of development policies in the field of grass-roots Chinese medicine. Methods: Using the classification method of Rothwell and Zegveld policy tools, 35 policy texts at the national and directly subordinate ministries and commissions in the field of grassroots Chinese medicine development from 2012 to 2022 were analyzed combined with the stakeholder dimension to construct a two-dimensional analysis framework for grassroots TCM policies.Results: In the dimension of policy tools, the supply type is the most (46.68%), the environment type is the second (37.91%), and the demand type is the least (15.40%). In the stakeholder dimension, the government and medical institutions use more policy tools which total proportion exceeds eighty percent; Medical technicians and the population use fewer policy tools which accounting for less than 20 percent in total. Conclusion: The use structure of various policy tools and their sub-tools is unbalanced; the needs of medical technicians and residents are not adequately paid attention to, the internal policy tools of the government and medical institutions are unbalanced, and the utility of each stakeholders policy tools is limited.Suggestions: optimize the structure of policy tools and allocate the use of policy tools in a balanced manner; meet the needs of medical technicians and residents in a targeted manner, and improve the “inclined” phenomenon of policy tools within the government and medical institutions to maximize the effectiveness of policies.
