A quantitative study of long-term care policies for the elderly in China from the perspective of policy instruments

    Abstract: Objective: Optimising the overall layout of long-term care policies for the elderly, promoting the development of policy systems and providing reference for the implementation of national strategies to actively address population ageing. Methods: Based on a two-dimensional analysis framework of policy instruments and policy goals, a quantitative analysis of 125 policy texts on long-term care for the elderly issued at the national level from 2006 to 2022 was conducted using content analysis. Conclusion: The study found that the policy instruments to promote the development of long-term care for the elderly have uneven use, unreasonable structure of their internal sub-tools, significant differences in the application of policy subgoals, and unclear goal orientation. In response to these problems, policy recommendations are proposed to introduce specific policies, optimize the structure of policy instruments, and improve the degree of matching between policy instruments and policy goals.
