Abstract: The World Health Organization is an important body in the United Nations system. How to manage staff performance scientifically and fairly, is the focus of WHO personnel management. Based the shortcoming in performance management, the reform of performance management system is carried out within the organization. Through rational control and reform efforts, to seek improvement within the established framework. Through the full participation of extensive discussion, to build consensus on the target. Through prevention of the main pass forward, to help the staff improving and developing. WHOs focus on effective, regular communication in performance management, and focus on employee competency development, which are valued for learning and learning from.
