The construction of the comprehensive regulation system of the medical and health industry :a qualitative analysis based on the grounded theory

Abstract: Objective:Based on the grounded theory and method, this paper studies the framework of the comprehensive regulation system of the medical and health industry and puts forward the corresponding countermeasures, so as to provide a scientific basis for the reform and improvement of the comprehensive regulation system of the medical and health industry. Methods:From September to December 2018, 27 experts from all levels of health administrative departments, health supervision institutions, medical institutions, relevant industry associations, experts in the field and university teachers were interviewed. Combined with literature and group discussion, the original data were condensed, classified and summarized by three-level coding. Results:After three-level coding, 42 initial categories, 11 main categories and 5 core categories are extracted to form the framework of the comprehensive regulation system. A comprehensive regulation pattern of four in one cooperation should be constructed, an information platform should be established to achieve strict technical control, and the regular regulation mechanism and the formulation of laws and regulations should be improved. Conclusions:To implement the comprehensive regulation of medical and health industry, we must adhere to the governments leadership, improve the coordination mechanism of multiple subjects, innovate the supervision mechanism, improve the security system, and build a scientific and reasonable comprehensive regulation system.
