• 摘要：健康城市是健康中国建设的重要抓手，在健康中国的建设过程中，开展阶段性的健康城市评估工作具有现实意义和指导作用。目的：评估杭州市2015年至2018年健康城市建设情况，对健康杭州建设工作提出建议。方法与内容：通过定量定性资料的收集，运用回归模型预测并对比《“健康杭州2030”规划纲要》中的目标值，了解健康杭州建设指标的达标情况和影响因素。结果：《纲要》共29条指标，16项指标预测可达到杭州市2020年目标值，6项指标达标难度较大，7项指标因数据缺失等问题尚无法预测。影响达标的主要原因有大健康理念认识不足、健康办 杭州市卫生健康委员会直属单位健康城市指导中心办公室职能定位模糊、跨部门合作困难、评估指标体系设计不够合理。结论：健康杭州建设成效显著，突出表现在健康人群、健康服务和健康产业建设上，但健康环境建设稍显不足。建议发挥健康中国战略优势，完善健康杭州建设评估体系与考核方案，引进优秀人才，开展分层分类的健康活动。

  Abstract: Healthy city is an important point for the construction of a healthy China. In the process of building a healthy China, it is of practical significance and guidance to carry out periodic assessments of healthy cities. Objective: To evaluate the construction of healthy cities in Hangzhou from 2015 to 2018, and make suggestions for the construction of healthy Hangzhou. Methods and contents: Through the collection of quantitative and qualitative data, the trend extrapolation method is used to predict and compare the target values in the Healthy Hangzhou 2030 Planning Outline to understand the compliance status and influencing factors of healthy Hangzhou construction indicators. Results: There are a total of 29 indicators in the Outline, 16indicators are predicted to reach Hangzhous 2020 target value, 6 indicators are more difficult to meet, and 7 indicators are still unpredictable due to data shortages. The main reasons for influencing the achievement of the standard include insufficient understanding of the concept of big health, ambiguous positioning of health office functions, difficulties in cross-departmental cooperation, and inadequate design of the evaluation index system. Conclusion: The construction of Healthy Hangzhou has achieved remarkable results, and it is highlighted in the construction of healthy people, health services and health industry, but the construction of healthy environment is slightly inadequate. It is recommended to give full play to the strategic advantages of Healthy China, improve the evaluation system and assessment plan of Healthy Hangzhou, introduce excellent talents, and establish hierarchical health activities.
