Reconstruction of the medical insurance benefit package based on the perspective of outpatient and inpatient cost protection

  Abstract: This paper analyzed the formation and changes of basic medical insurance outpatient cost protection policies and empirically analyzes that the current outpatient cost structure has changed, which has become an important cause of health financial risks. However, because the theoretical understanding of outpatient costs and protection has not been followed up, the outpatient insurance policy is imperfect and the outpatient cost protection is insufficient. It is recommended to restructure the medical insurance benefit package aiming at risks and realizing effective health financial risk protection.
