  Abstract: By investigating the current construction situation of institutional repository (IR) of 71 medical universities, summarizing successful experience, referring to the international and domestic IR construction situation, and considering the characteristics of medical universities, this paper proposes the following medical universities IR construction strategies: increase the publicity of the open access concept and the promotion of IR, focus on user needs, integrate the internal systems of various departments of the university on the basic functions of IR, provide social media functions, support research data services, establish degree thesis library, academic resource library, and teaching service platform. These can benefit to make the institutional repository alliance and international, improve the institutional repository policy based on the basic functions of the IR, and build an institutional repository that meets the characteristics of medical universities and disciplines.
