Analysis of workforce policy about community-dwelling integrated medical and elderly care in ChinaZHAO Jun 1, LIU Si-qi1, YUAN Sha-sha 1, LU Hai-ying1 2, HUANG Jie1 2, WANG Yu-dong1 2, WANG Fang1

• 摘要：目的 分析我国居家社区医养结合政策中人力政策的特征和不足，为完善医养结合人才队伍提供政策建议。方法 以我国国家级部门2013年1月-2021年9月发布的31份居家社区医养结合人力政策为样本，借鉴人力资源管理六模块构建分析框架对政策文本内容进行分析。结果 我国居家社区医养结合人力政策协同性较好，系统性、可操作性不足；政策措施偏重于人才开发环节，人才引进、保障和流动环节适中，人才激励政策不足；居家社区医养结合人力的相关规定融合在医养结合人力政策框架下，缺乏专门性、针对性的政策。结论 需进一步细化完善配套政策，制定居家社区医养结合人力相关的专门性政策，并不断完善人才激励政策。

  Abstract: Objective: To analyze the characteristics and shortcomings of China’s workforce policies for community-home based integrated medical and elderly care, and on this basis, to put forward some policy suggestions for improving the workforce. Methods：Using a sample of 31 workforce policies for integration elderly care and health care issued by national-level departments in China from January 2013 to September 2021, the content of the policy texts was analyzed by an analytical framework built on the six modules of human resource management. Results: The policies are of good synergy and poor operability. As for the policy content, the policies about talent development are the most numerous, with a moderate number of talent introduction, security and mobility policies, and the talent incentive policies are insufficient. There is a lack of specific workforce policies for community-home based integrated medical and elderly care and the relevant regulations are under the framework of workforce policies for integrated medical and elderly care. Conclusions: Specialized workforce policies for community-home based integrated medical care and elderly care should be developed，and the supporting policies and talent incentive policies should be refined.
