摘要:目的:构建“两病”门诊用药保障机制评估指标体系,为相关部门进行“两病”门诊用药保障机制评估工作提供参考。 方法:本研究基于从事前评估、过程评估到效果评估的全过程评估方式,结合文献研究和专家访谈,开展三轮德尔菲专家咨询确定最终指标体系。 结果:研究共咨询专家25人,经三轮德尔菲专家咨询后确定纳入一级指标3个,二级指标10个,三级指标24个。其中,一级指标及其权重分别为政策制定(0.236)、政策执行(0.481)和政策成效(0.283)。本研究中三轮德尔菲专家咨询的积极系数均为100%,权威系数为0.89,且专家协调程度逐轮提升。 结论:研究所构建的指标体系具有较高的科学性与稳定性,能够为“两病”门诊用药保障机制评估工作提供有效的评估工具。
Abstract: Objective: To construct an evaluation index system of the outpatient drug protection mechanism for hypertension and diabetes, and to provide reference for the relevant departments to evaluate the outpatient drug protection mechanism. Methods: This research is based on the whole process evaluation method from document evaluation, process evaluation to effect evaluation, combined with literature research and expert interviews, and carried out three rounds of Delphi expert consultation to determine the final index system. Results: A total of 25 experts were consulted in the study. After three rounds of Delphi expert consultation, 3 first-level indicators, 10 second-level indicators, and 24 third-level indicators were included. Among them, the first-level indicators and their weights are policy formulation (0.236), policy implementation (0.481) and policy effectiveness (0.283). In this study, the positive coefficient of the three rounds of Delphi expert consultation was 100%, the authority coefficient was 0.89, and the degree of expert coordination increased round by round. Conclusion: The index system constructed by the research has high scientificity and stability, and can provide an effective evaluation tool for the evaluation of the outpatient medication security mechanism of hypertension and diabetes.
