The progress and suggestions for sustainable development of community hospital construction

• 摘要：目的：了解2019-2021年我国社区医院建设的进展情况，从可持续发展的角度提出策略和建议。方法：采用定量和定性相结合的方法。定量数据来源于2019-2021年社区医院的监测数据，采用SPSS进行描述性统计分析；定性资料来源于2021年各省份社区医院年终报告和焦点小组访谈，采用主体框架分析法进行分析。结果：2019-2021年，社区医院建成数量逐年增加，基础设施建设得到加强 ，临床科室设置和设备配备不断健全，服务能力得到提升，总体上取得了积极进展。但在建设和发展中，依然面临一些问题。结论：针对问题提出四个策略建议：一是加强政策宣传，进一步明确社区医院建设的目标；二是合理规划建设数量，严格社区医院建设标准；三是完善相关管理制度，强化社区医院服务能力；四是加强相关部门政策协同，促进社区医院可持续发展。一是加强政策宣传，进一步明确社区医院建设的目标；二是合理制定规划，依托社区卫生服务中心建设社区医院；三是严格审核建设标准，继续加强社区医院服务能力和质量；四是加强相关部门政策协同，促进社区医院可持续发展。

  Abstract: Abstract: Objective: To understand the progress of construction in community hospitals from 2019 to 2021 and offer the suggestions in the perspective of sustainable development. Methods: The research methods were both qualitative and quantitative. The qualitative data were obtained from the questionnaire survey of community hospitals from 2019 to 2021, and analyzed by SPSS. The quantitative data were obtained from the provincial reports refer to community hospitals in 2021 and focus group discussions, analyzed by the analytical thematic framework method. Results: The number of community hospitals had been increasing year by year, the infrastructure had been strengthened, the clinical departments and equipment had been improved, and the service capacity had been enhanced. However, the construct in community hospitals has some problems. Conclusions: This reports puts forward some suggestions to solve these problems: (1) the policy objectives should be clarified and financial support should be strengthened; (2) the construction of community hospitals should rely on community health service centers by making reasonable plans; (3) the capacity building should be further developed to improve service delivery quality; (4) sustainable development of community hospitals rely on multi-departmental collaboration.
