摘要:建立以数据共享为基础的分级诊疗协作平台是解决基本医疗服务均等化、优化医疗资源配置、降低医疗服务成本的有效措施,也是缓解“看病贵、看病难”问题的有效途径。为解决传统的中心化部署的模式存在责权不清、监管困难、数据泄露、机构互信、难于追溯等问题,提出一种基于区块链的分级诊疗方案。结合分级诊疗业务的特点以及区块链的相关技术,重点阐述了区块链技术在分级诊疗业务系统建设中的作用以及应用模式。区块链与医疗健康平台技术融合,利用区块链去中心化、数据不可篡改、数据可追溯、数据隐私保护有保障和数据充分可信等优势,可以完美实现区域内医疗资源共享、医疗健康信息互联互通和实现数据的全周期监管。
Abstract: The establishment of hierarchical diagnosis and treatment(HDT) platform based on data sharing is an effective measure to solve the equalization of basic medical services, optimize the allocation of medical resources, and reduce the cost of medical services. It is also an effective way to alleviate the problem of expensive and difficult medical treatment. There are many problems in the traditional HDT scheme of centralized deployment, such as unclear responsibilities and rights, difficult supervision, data leakage, mutual trust of institutions, difficult traceability, etc .To solve these problems, a new hierarchical diagnosis and treatment scheme based on blockchain is proposed. The role and application mode of blockchain technology in the construction of HDT system is explicated in my paper. The integration of blockchain and HDT system can perfectly realize the sharing of medical resources, the interconnection of medical and health information and the full cycle supervision of data in the region by taking advantage of the advantages of the decentralization of blockchain, the non tamperability of data, the traceability of data, the guarantee of data privacy and the full credibility of data.
