• 摘要：突发事件的监测预警和有效应对,离不开科学有效的应急信息管理。畅通的信息沟通渠道以及信息的及时公开对应急管理的结果可以产生十分重要的影响。本文从信息管理涉及的法律法规以及应急信息管理机构、管理机制、管理系统等方面对美国、英国、日本3个典型国家在突发事件应急信息管理建设中的经验进行梳理总结,以期为我国应急信息管理制度的发展与完善提供参考。

  Abstract: The monitoring and early warning and effective measures of emergencies can not be isolated from scientific and efficient emergency information management. Fluent information communication channels and timely and transparent information will exert extremely important influence on the results of emergency management. This paper combs and summarizes the experience of emergency information management concluded in three typical countries, including the United States, Britain and Japan, from the laws and regulations involved in information management, emergency information management institutions, management mechanisms, and management systems, in order to provide reference for the development and improvement of emergency information management system.
