Development of a Performance Evaluation Framework for the Disease Control and Prevention System in Southwest China

• 摘要：目的 构建针对西南地区的疾控体系绩效考核指标，以探究西南地区疾控工作现状特点及不足，进而实现卫生资源优化配置、提升疾控服务质量。方法 基于功能分析AGIL模型建立考核理论框架，基于文献及焦点小组访谈资料拟定初始考核指标体系。制定咨询问卷，应用德尔菲法筛选考核指标后，借助层次分析法为指标赋权。结果 两轮专家咨询问卷的回收有效率均大于95%，专家权威系数为0.90，最终形成包含7个一级指标、21个二级指标、81个三级指标的绩效考核体系。结论 本研究拟定的绩效考核指标体系兼具科学性与现实可行性，探索性拓展疾控体系职能范畴，同时反映西南地区特异性。应用考核指标体系，可为疾病预防控制体系的实践发展提供参考。

  Abstract: Objective To develop a performance evaluation framework indicator system for the disease prevention and control system in Southwest China, so as to examine the characteristics and gaps of their work, and to optimize the allocation of health resources as well as improve the quality of disease prevention and control services. Methods A theoretical assessment framework was first established based on the AGIL model. An initial indicator system was formulated through literature review and focus group interviews, and the expert consultation questionnaires were developed accordingly. Candidate indicators were screened using the Delphi method, and indicator weights were determined using the analytic hierarchy process (AHP). Results The effective response rates for the two rounds of expert consultation were both greater than 95%, and the expert authority coefficient was 0.90. A performance evaluation index system was finalized, comprising 7 primary indexes, 21 secondary indexes, and 81 tertiary indexes. Conclusion The proposed indicator system demonstrates both scientific rigor and practical feasibility. It extends the conventional functional boundaries of CDC performance evaluation and incorporates Southwest China’s specific needs. Its application can inform the practical implementation of disease prevention and control systems.
