From Outputs to Achievements: The Conceptual Clarification and Generation Pathway for Scientific and Technological Achievements of Noncommunicable Chronic Disease Prevention and Control

• 摘要：加强慢病防治科技成果管理是促进成果转化应用、提升慢病防治能力的关键，但当前管理实践中常将科技产出与科技成果混同，概念内涵不够清晰，影响了成果登记、统计、评价等管理效能。本研究采用定性研究方法，首先辨析科技产出与科技成果的概念及其关系，并结合慢病防治的特征与规律，界定了慢病防治科技成果的概念内涵；在此基础上，制定了一套从慢病防治科技产出中筛选、识别和凝练科技成果的生成路径。研究结果有助于规范和完善科技管理概念体系，为慢病防治科技成果全流程管理提供操作性工具，并为管理数智化转型奠定基础；未来可通过实证检验和专家咨询持续优化生成路径，与评价工具开发相结合，并拓展至卫生健康其他领域。

  Abstract: Strengthening the whole-process management of scientific and technological (S&T) achievements of noncommunicable chronic disease (NCD) prevention and control is key to promoting their translation and application and enhancing the capacity for disease prevention and control. However, S&T achievements are often conflated with S&T outputs in current management practices, and the conceptual connotations are not sufficiently clear, which hampers the management efficiency of achievement registration, statistics and evaluation. This study employs qualitative research methods. First, the concepts of S&T outputs and S&T achievements and their relationship was clarified. By integrating the characteristics and patterns of NCD prevention and control, the conceptual connotation of S&T achievements in this field was defined subsequently. On this basis, a generative pathway was formulated for screening, identifying, and distilling S&T achievements from S&T outputs of NCD prevention and control. The findings contribute to standardizing and refining the conceptual system of S&T management, providing operational tools for the full-process management of S&T achievements of NCD prevention and control, and laying the groundwork for digital and intelligent transformation of management. Future efforts may involve continuous optimization of the generative pathway through empirical testing and expert consultation, integration with the development of evaluation tools, and extension to other areas of healthcare.
