Construction of medical service quality evaluation index based on open sharing of medical health data

    Abstract: Purpose/Significance To develop a medical service quality evaluation system framework based on open sharing of medical and health data by using Delphi expert consultation method, and to provide reference for a comprehensive and objective evaluation of the actual impact of open sharing of medical and health data on medical service quality. Method/Process The questionnaire was designed based on Delphi method, and two rounds of correspondence were conducted. The basic information of experts and relevant indicators such as authority coefficient were analyzed statistically, and the weights of each index were calculated by AHP. Result/Conclusion The authority coefficients of the two rounds of questionnaires were 0.793 and 0.809. In the second round, the Kendalls concordance coefficients for the first and second-level indicators were 0.383 and 0.324, respectively, showing an increase compared to the initial round. This indicated a growing consensus among the experts. Ultimately, a comprehensive evaluation framework comprising 6 primary indicators and 24 secondary indicators was established. The medical service evaluation system based on open sharing of medical and health data established in this study is scientific and reliable, which can provide reference for the evaluation of medical service quality based on open sharing of medical and health data.
