Abstract: Objective: To construct a strategic model for health city construction, using Hubei Province as an example, and to provide references for promoting health city construction. Methods: Utilizing the grounded theory research method, this study analyzed discussions and interviews data from nine cities in Hubei Province. The data was processed using open coding, axial coding, and selective coding techniques to summarize and refine the strategy model for health city construction in Hubei Province. Results: The strategy for health city construction in Hubei Province can be developed into 30 initial categories, 11 main categories, and three core categories: government initiative-led, departmental collaboration, and societal co-construction and co-governance. This forms a theoretical model centered on sustainable construction and ultimately aimed at the long-term improvement of population health levels. Conclusion: Government initiative-led, departmental collaboration, and societal co-construction and co-governance are the leading, implementing, and mobilizing strategies for health city construction, respectively. These three strategies jointly promote the sustainability of health cities, ultimately achieving long-term improvement in population health levels.
