  Abstract: The Paper introduces the building of accurate early warning and supervision system based on medical big data from three aspects of overall framework,data layer architecture and service layer mode,early warn and law enforcement management of risks such as abnormal diagnosis and treatment behavior and abnormal qualification of medical institutions in the whole city,give full play to the value of big data,and provide references for related study.
