Abstract: Objective To review the evaluation indicator systems for medical science and technology achievements, identify their adaptation gaps in the field of chronic disease prevention and control, and propose optimization suggestions. Methods A literature search was conducted to identify original studies on the construction of evaluation indicator systems for medical science and technology achievements. Thematic analysis was employed to extract a general framework. Using the characteristics of achievements in chronic disease prevention and control as a reference, deductive reasoning was performed to identify the deficiencies of the general framework. Results A total of 34 studies were included, and six core dimensions and 22 sub-themes were extracted. In the context of chronic disease prevention and control, the framework has deficiencies such as insufficient attention to long-term health benefits, inadequate refinement in the evaluation of service-model and system-level achievements, and insufficient orientation toward primary care accessibility and health equity. Conclusions The evaluation of medical scientific and technological achievements has largely established a six-dimensional general framework. When applied to chronic disease prevention and control, it is recommended to introduce long-term indicators, strengthen the evaluation of service-oriented achievements, and extend the orientation toward public health value. These recommendations require further validation through expert consultation and empirical research.
