Framework Construction and Promotion Strategies of Health Data Spaces

• 摘要：目的/意义 健康数据空间是促进健康医疗数据共享交换和流通利用、培育健康医疗数据要素市场的基础。把握健康数据空间发展机遇,为健康医疗数据价值释放、健康医疗产业高质量发展提供实践启示和政策参考。方法/过程 通过文献回顾和政策分析,系统回顾国内外健康数据空间建设进展,并构建健康数据空间框架,剖析健康数据空间组成要素,进而基于“价值共创流、资源交互流和可信管控流”梳理健康数据资源和数据主体之间的交互过程,提出健康数据空间建设推进策略。结果/结论 该框架统筹健康数据空间技术支持、数据资源、数据主体、规则机制、应用场景五个组成要素,从应用场景出发探讨健康医疗数据的三次价值释放,进而从政策法规完善、隐私权益保护、数据产品开发、健康数据素养提升等方面综合性提出健康数据空间建设的推进策略。

  Abstract: Purpose/Significance The health data space is the foundation for promoting the sharing, exchange, and circulation of health medical data, as well as for cultivating the health medical data element market. Grasping the development opportunities of the health data space provides practical insights and policy references for the value release of health medical data and the high-quality development of the health medical industry. Method/Process Through literature review and policy analysis, this paper systematically reviews the progress of health data space construction at home and abroad, and constructs a framework for the health data space. It analyzes the constituent elements of the health data space, and then, based on the value co-creation flow, resource interaction flow, and trustworthy control flow, it sorts out the interaction process between health data resources and data subjects. Finally, it proposes strategies for the advancement of health data space construction. Result/Conclusion The framework coordinates the five constituent elements of the health data space: technical support, data resources, data subjects, rules and mechanisms, and application scenarios. Starting from the application scenarios, it explores the three stages of value release of health medical data. Furthermore, it comprehensively proposes strategies for the construction of the health data space in terms of improving policies and regulations, protecting privacy rights, developing data products, and enhancing health data literacy.
