Thoughts and suggestions on accelerating the transformation of health big data into scientific data

• 摘要：健康医疗大数据的充分、有效利用是国家安全战略、国家大数据战略、健康中国战略和创新驱动发展战略布局的重要内容。我国卫生信息化工作不断推进并取得了一系列成效,然而由于隐私保护、数据壁垒和共享机制等方面的问题,我国健康医疗大数据没有得到充分、有效、及时地利用。将健康医疗大数据转化为科学数据,可以通过去隐私化等方式保护隐私安全,利用结构化和标准化等技术打通数据壁垒,采用已有的科学数据共享机制,实现健康医疗大数据的充分、有效地共享利用。因此,本研究建议建立健康医疗大数据向科学数据转化的机制,建立国家健康医疗科学数据资源目录,推动健康医疗科学数据规范化管理,确保健康医疗科学数据质量和可用性,推动科学数据共享应用,充分释放健康医疗大数据资源价值。

  Abstract: The full and effective utilization of health care big data is an important part of the layout of national security strategy, national big data strategy, healthy China strategy and innovation driven development strategy. Chinas health information work has been continuously promoted and achieved a series of results. However, due to the problems of privacy protection, data barriers and sharing mechanism, Chinas health care big data has not been fully, effectively and timely utilized. Transforming health care big data into scientific data can protect privacy and security by de privacy, break through data barriers by using structured and standardized technologies, and realize the full and effective sharing and utilization of data by using the existing scientific data sharing mechanism. Therefore, this study proposes to establish a mechanism for the transformation of health care big data into scientific data, establish a national health care scientific data resource directory, promote the standardized management of health care scientific data, ensure the quality and availability of health care scientific data, promote the sharing and application of scientific data, and fully release the value of health care big data resources.
