Abstract: The full and effective utilization of health care big data is an important part of the layout of national security strategy, national big data strategy, healthy China strategy and innovation driven development strategy. Chinas health information work has been continuously promoted and achieved a series of results. However, due to the problems of privacy protection, data barriers and sharing mechanism, Chinas health care big data has not been fully, effectively and timely utilized. Transforming health care big data into scientific data can protect privacy and security by de privacy, break through data barriers by using structured and standardized technologies, and realize the full and effective sharing and utilization of data by using the existing scientific data sharing mechanism. Therefore, this study proposes to establish a mechanism for the transformation of health care big data into scientific data, establish a national health care scientific data resource directory, promote the standardized management of health care scientific data, ensure the quality and availability of health care scientific data, promote the sharing and application of scientific data, and fully release the value of health care big data resources.
