Practices and Insights of International Health Security Cooperation of Russia

Abstract: Russia is a crucial force in the field of global health, which has accumulated rich experience in the process of seeking a global health leader after becoming a recipient country once. This article analyzes Russia’s strategies and policies on global health security cooperation, bilateral and multilateral actions, finds that Russia takes international health and security cooperation as a vital soft power tool to promote diplomatic relations and enhance international influence. Russia selects the bilateral cooperation partners generally prioritizing its diplomatic strategies, adopts the strategy of gradual diffusion from point to area, and uses science and technology to establish targeted cooperation with countries. In addition, Russia fully recognizes the advantages of multilateral mechanisms to enhance international influence, and actively uses home diplomacy to enhance its discourse. Finally, in terms of foreign aid, Russia chooses to cultivate its ability to implement health development assistance through effective tripartite cooperation based on its own national conditions and affordability. These experiences have great reference significance for countries that are emerging participants in global health governance.
