Abstract: Under the background of aging population, how to control health expenditure and promote healthy aging has become a worldwide problem. This paper analyzes the impact mechanism of Chinas population aging on health expenditure through empirical research, and provides reference for the formulation of medical and pension policies. The regression results of the panel threshold effect model show that there is a dual threshold effect in the level of urbanization. When the level of urbanization is lower than 82.93%, the aging of the population significantly reduces the health expenditure; when the level of urbanization is higher than 82.93%, the influence mechanism of the aging population on the health expenditure changes and significantly increases the health expenditure. Therefore, how to improve the social welfare of the elderly in the process of urbanization is the key to control health expenditure and promote healthy aging.
