Abstract: Based on qualitative methods, this paper explores the effect and influencing factors of the policy permitting medical savings accounts(MSAs) to purchase commercial health insurance from 2016 to 2018 in six districts in Zhejiang Province. We found the effect of policy was weak in the early stage, and influencing factors may include the attitude of the local health security department to the policy, policy publicity, procedure of utilizing the policy, restrictions of the policy, notion of enrollees towards commercial health insurance and preparation period of the policy. Based on findings, we proposes following suggestions for regions that have implemented or plan to introduce similar policies: (1)To implement policies according to local conditions to avoid one-size-fits-all; (2)To improve enhance the participation of medical security departments in policy publicity; (3) To optimize policy utilization procedures by building up online model; (4)To appropriately relax the policy restrictions; (5)To improve the health insurance awareness of enrollees of MSAs.
