    Abstract: Purpose/Significance To develop a semantic description model for deep knowledge representation throughout the health scale life cycle, enhancing intelligent resource management. Method/Process Based on domain-specific scientific literature and top-level ontologies, the Seven-Step Method was employed to design the semantic description model. Model construction and quality evaluation were performed using Protégé 5.5.0. The semantic description capability of the model was validated using the Brief Version of the Disability Assessment Scale for the Elderly as a case study. Result/Conclusion An ontological semantic description model was developed, comprising 6 top-level classes (Information Content Entity, Process, Role, Agent, Material Entity, and Immaterial Entity), 73 object attributes, and 65 data attributes. Instance validation demonstrates that the model effectively represents the content units, development processes, and related knowledge elements of health scales. It serves as a theoretical foundation for the structured and linked organization of health scales, promoting their in-depth development and intelligent application.
