Abstract: Objective: To construct an indicator system for global health diplomacy competency in Chinese context, determine the weighting of each indicator, and provide a basis for competency assessment, talent development, and curriculum design. Methods: An initial indicator system was formed through literature review. Subsequently, two rounds of Delphi email consultations were conducted, and the indicator weights were calculated and ranked using the Preference Ranking Method. Results: A final system comprising 6 primary indicators and 31 secondary indicators was established. The weighting order for primary indicators is as follows: Understanding and analytical skills regarding core global health knowledge; Analysis of current political and environmental contexts; Cross-cultural communication and interpersonal collaboration skills; Diplomatic skills; Decision-making analysis and leadership; Partnership building and policy advocacy. The top five secondary indicators by weight were: Foreign language communication and international conference document drafting; Multilateral diplomatic expression and position articulation; Evidence-based policy decision-making influence; Understanding of major countries/regions’ health systems, financing models, and Chinas participation in global health governance; Integration of global issues into international/national political agendas. Conclusions: The indicator system developed in this study is clear in structure, highly operational, and supported by expert consistency and authoritative evidence. Compared to international frameworks for global health diplomacy competency and domestic competency indicators for global health professionals, this system emphasizes Chinese characteristics and the diplomatic domain. It provides a basis for assessing China’s global health diplomacy competency, designing curricula and training programs, creating role profiles, and improving performance. Future efforts should focus on conducting reliability and validity testing across multiple institutions and scenarios, along with dynamic updates, to ensure its adaptability and forward-looking nature.
