High-Quality Integrated Development for “Staff-Department-Hospital” System in Public Hospitals: Practice and Innovation

    Abstract: The Report to the 20th National Congress of the Communist Party of China (CPC) proposes prioritizing the strategic position of peoples health and accelerating the achievement of the strategic goal of building a Healthy China. As the cornerstone of Chinas medical and health service system, public hospitals must advance their in-depth reform guided by the principle of public welfare. The intertwined difficulties and challenges in modern public hospital management require hospital administrators to cultivate and enhance their systematic thinking, innovative awareness, and overall planning capabilities. The theory of CPC building-led the high-quality integrated development of Staff-Department-Hospital system in public hospitals establishes a theoretical model for practice. Its implementation demands strengthening the top-level design of the CPC building-led model and delivering high-quality routine affairs of CPC party-work. The three dimensions “staff, department, and hospital” function as a circular and bidirectional interactive system. To drive the high-quality integrated development of these three pillars, it is imperative to uphold the foundational awareness that talents are the primary resource for the high-quality development of hospitals. Discipline construction must align with the public welfare nature and functional positioning of hospital development. Meanwhile, full play should be given to the role of the National Public Hospital Performance Appraisal as a crucial lever for steering their high-quality development. Characterized by a robust systematic framework and strong operability, this theoretical system has effectively propelled the continuous progress of Ya’an Peoples Hospital, since the hospital has upgraded its performance from Grade B+ to Grade A in the national performance appraisal during the 14th Five-Year Plan period, fulfilling a key development target. This theory articulates the inherent logic and interaction among political stance, resource elements, core task, and goal orientation, evolving into an empirical paradigm for the high-quality development of public hospitals. In the future, this theoretical system calls for bold practice coupled with rigorous verification. Efforts should be made to further refine the underlying theoretical framework, enrich practical measures and experiences, thereby enhancing the stability and extrapolation of the present theoretical system.
