Abstract: 【Objective】This study aims to explore the current situation and challenges of TCM services in primary medical institutions in Fujian province based on the structure-process-result framework through field investigation and data analysis, so as to provide reference for service improvement.【Methods】The study divided Fujian province into four regions: Min Dong, Min Nan, Min Xi and Min Bei. Representative county medical communities of Y County, A County, C County and J District were selected in each region for empirical research, and data were collected by combining qualitative interviews and quantitative surveys.【Results】Under the county medical community model, the number of patients transferred from higher-level institutions increased significantly, but the number of patients transferred to higher-level institutions was still more than that transferred to lower-level institutions, and the proportion decreased year by year. The income of TCM medical treatment and Chinese medicine drugs increased, but the proportion was low, and the economic burden of patients was reduced.【Conclusions】To a certain extent, the county-level medical community model has solved the resource problem of the development of TCM services at the grass-roots level. Through resource integration, assessment management and incentive measures, the TCM service capacity of grass-roots medical institutions has been improved.
