Research on the Practical Pathways and Long-Term Mechanisms of Cross-Regional Medical Collaboration in Stomatology Specialty

• 摘要：优质医疗资源分布不均是我国医改的核心议题，跨区域医疗合作是破解该问题的重要路径。口腔专科疾病以高发慢病为主，诊疗高度依赖现场操作，其跨区域合作模式有别于其他专科。本文以首都医科大学附属北京口腔医院与承德市口腔医院、张家口市口腔医院近十年协作为案例，梳理合作启动、路径设计、成效与挑战。研究表明，差异化专家派驻、分层人才孵化及信息化辅助协作构成可行路径，合作可持续性取决于外部帮扶能否内化为受援医院制度能力。据此提出从项目化帮扶向制度化协作转型的建议，为同类机构跨区域合作提供实践参考。

  Abstract: With the continuous deepening of China''s healthcare reform, the uneven distribution of high-quality medical resources has become increasingly prominent. Cross-regional medical cooperation has emerged as a vital approach to promote the allocation of resources to grassroots levels and enhance the capacity of primary medical services. Due to the distinctive nature of dental specialized diseases and the particularities of their diagnosis and treatment models, dental healthcare demonstrates unique pathways and practical features in cross-regional collaboration. This paper takes the cross-regional cooperation between Beijing Stomatological Hospital, Chengde Stomatological Hospital, and Zhangjiakou Stomatological Hospital as a typical case study. It systematically reviews and summarizes the background, implementation pathways, and specific outcomes of the collaboration, providing practical experiences and strategic references for similar medical institutions engaged in cross-regional cooperation. Furthermore, it contributes practical insights to promoting the balanced distribution of high-quality dental healthcare resources and building a high-quality regional dental health service system.
