Path Analysis of Regional Medical Resource Sharing under the Background of “Unified Big Market”

• 摘要：“新医改”以来,我国医疗资源总量不断提升,但配置不合理和使用效率低下却导致区域医疗资源浪费和医疗资源闲置并存的问题。这其中暗含了医疗资源供给与需求之间的深层矛盾,也诠释了医疗资源共享的逻辑必要性。然而,医疗资源的共享迫切要求医疗资源配置和使用理念的进一步革新。当前,“统一大市场”建设正成为我国市场经济发展的重要战略目标,其所蕴含的价值理念和方法论也为区域医疗资源共享提供了新的理论借鉴和实践启示。本文在介绍“统一大市场”理论内涵和发展历程的基础上,总结我国医疗资源共享的理论基础和现实条件,指出需要进一步强化宏观政策设计、破除体制机制障碍、引导多方协同参与、适时进行政策创新,从而有序推进我国区域医疗资源共享。

  Abstract: Since the “New Medical Reform”, the total amount of medical resources in China has been increased gradually, but its inefficient configuration and usage have led to the coexistence of regional medical resources wasting and slacking. It implies the deep contradiction between the supply and demand of medical resources, which explains the logical necessity of medical resource sharing. At present, the construction of “Unified Big Market” provides theoretical reference and practical guidance for regional medical resource sharing. In this study, we introduced the connotation and development history of the “Unified Big Market” theory, summarized the theoretical basis and practical conditions of medical resource sharing, and yielded that it was necessary to strengthen macro policy design, break down institutional obstacles, guide multi-party collaborative participation, and carry out timely policy innovation to promote the sharing of regional medical resources.
