摘要:千秋基业,人才为本。锚定高水平科技自立自强的现实需求,构建良好的人才发展体系,成为科研单位实现创新突破与可持续发展的必然选择。人才体系构建的核心要义在于通过要素协同,形成人才“引育留用”的良性循环。当前,我国科研单位在人才工作中仍面临引才精准度不足、育才系统性欠缺、留才激励不匹配、用才自主权受限等现实困境。本文聚焦科研单位人才体系构建,以“精准引才、系统育才、用心留才、合理用才”为分析框架,结合国家人才评价改革导向与典型实践经验,提出构建适应新时代的科研人才管理范式,为我国科研事业高质量发展提供持续人才支撑。
Abstract: Talents are the foundation for enduring success. To meet the requirements of achieving a high level of scientific and technological self-reliance and self-improvement, building a robust talent development system has become an inevitable choice for research institutions to achieve innovation breakthroughs and sustainable development. The core essence of a talent development system lies in forming a virtuous cycle of “attracting, cultivating, retaining, and utilizing” talents through the coordination of various elements. At present, China’s scientific research institutions still face practical dilemmas in talent work, such as insufficient precision in talent attraction, lack of systematicness in talent cultivation, mismatched incentives for talent retention, and limited autonomy in talent utilization. This paper focuses on constructing a talent ecosystem in scientific research institutions, using the analytical framework of “precise recruitment, systematic cultivation, attentive retention, and rational utilization.” Combined with the orientation of national talent evaluation reform and typical practical experience, it proposes a new paradigm of scientific research talent management adapted to the new era, aiming to provide sustained talent support for the high-quality development of China’s scientific research endeavors.
