Institutional Design Characteristics and Industrial Chain Impact Pathways of the “Yunling Famous Formulas” Selection Program

• 摘要：目的 探讨云南省医疗机构中药制剂“云岭名方”遴选工程的制度设计特征及其对中药产业发展的潜在影响路径。方法 采用政策文本分析与产业链系统分析方法，对“云岭名方”相关政策文件、遴选制度及首批实施情况进行系统梳理与归纳分析。结果 “云岭名方”遴选工程构建了较为规范的制度框架，在临床价值评价、药学质量要求及转化导向等方面体现出较为明确的政策取向，对医疗机构中药制剂规范化培育具有积极引导意义。结论“云岭名方”遴选工程为云南中药制剂资源整合与创新培育提供了制度基础，其后续产业作用仍有待在实践中进一步观察与完善。

  Abstract: Objective: To examine the institutional design characteristics of the “Yunling Famous Formulas” selection program for hospital-based traditional Chinese medicine (TCM) preparations in Yunnan Province and to analyze its potential impact pathways on the regional TCM industry.Methods: Policy text analysis and industrial chain system analysis were employed to systematically review relevant policy documents, institutional arrangements, and the initial phase of implementation of the “Yunling Famous Formulas” program. The study focused on institutional structures, evaluation criteria, and policy orientations, and mapped relevant institutional elements to different segments of the TCM industrial chain.Results: The selection program has established a relatively structured institutional framework. Its evaluation system reflects policy orientations toward clinical value, pharmaceutical quality requirements, and development planning. At the institutional level, the program provides a standardized mechanism for identifying and cataloguing qualified hospital-based TCM preparations.Conclusion: The “Yunling Famous Formulas” selection program provides an institutional foundation for the systematic cultivation and coordinated development of hospital-based TCM preparations in Yunnan. Its longer-term industrial implications require further observation and assessment through continued policy implementation and practice.
