Application Scenarios and Challenges of Artificial Intelligence in Public Health Emergency Management

• 摘要：目的/意义研究人工智能等信息技术在公共卫生应急管理的应用，以构建智慧公共卫生应急管理体系。方法/过程基于公共卫生应急管理的智慧化需求，深入分析人工智能在公共卫生应急管理应用场景和面临挑战。结果/结论人工智能在公共卫生应急预防与准备、监测与预警、处置与救援、恢复与重建等各阶段发挥了关键的作用，但也存在数据治理挑战、模型算法局限性、?隐私保护挑战、管理和技术适配性问题，应加强数据治理、完善模型算法治理、加强隐私数据保护、改进管理和技术适配性，降低人工智能应用风险，提升赋能公共卫生应急管理的价值。

  Abstract: Objective To explore the application of artificial intelligence and other information technologies in public health emergency management, aiming to establish a smart public health emergency management system. Methods Based on the intelligent needs of public health emergency management, this study conducts an in-depth analysis of the application scenarios and challenges of artificial intelligence in public health emergency managemen. ResultsArtificial intelligence plays a key role in stage of public health emergency prevention and preparation, monitoring and early warning, disposal and rescue, and recovery and reconstruction. However, challenges remain in data governance, limitations in model algorithms, privacy protection, and management-technology compatibility. It is essential to strengthen data governance, improve model algorithm governance, enhance privacy protection for sensitive data, and refine management-technology adaptability. These measures will help reduce risks associated with AI applications and maximize their value in empowering public health emergency management.
