摘要：庞大的康复服务供需缺口加剧我国人口健康挑战，抑制老龄化社会治理效能。本文认为，除康复服务供给绝对总量不足的问题外，涵盖法律、保险、残疾报告、持续性健康管理等在内的保障机制建设不足是另一关键因素。本文围绕上述四个康复服务供需衔接保障机制开展现存问题与对策分析，以期为提高我国康复服务的供需衔接效率提供保障机制建设依据。

Abstract: The huge gap between the supply and demand of rehabilitation services exacerbates the population health challenges in China and inhibits the governance efficiency of aging society. This paper argues that in addition to the problem of insufficient supply of rehabilitation services, the inadequate construction of guarantee mechanisms covering the law, insurance, disability screening and reporting, and continuous health management is another key factor. This paper analyzes the existing problems and suggestions around the above-mentioned four mechanisms to ensure the connection between supply and demand of rehabilitation services. It is hoped that this paper will provide a basis for the construction of guarantee mechanisms to improve the efficiency of the connection of supply and demand of rehabilitation services in China.
