Policy Diffusion in China’s Pharmaceutical R&D

  Abstract: This paper examined the state-to-local policy diffusion in China’s pharmaceutical R&D between 2009 and 2019 using the collected central and local government incentive policies. The policy diffusion analysis and network analysis were applied to explore how central incentive policies in pharmaceutical R&D diffused and implemented in local government in terms of diffusion strength, speed and width. Our findings showed that the state-to-local policy diffusion in Chinas pharmaceutical R&D has significantly improved after 2016. Policies related to the development of Traditional Chinese Medicine, reform of the review and approval system and R&D incentives were widest spread among all the policies. The strength and speed of policy diffusion varied considerably among different provinces. Our study provides empirical evidence for optimizing China’s pharmaceutical R&D system and local government administration in the 14th Five-Year Plan and building capacity for the evaluation of government performance.
