Research on the Current Situation of Traditional Chinese Medicine Health and Elderly Care Policies in China-- Analysis based on the three-dimensional framework of topic - tool - effectiveness

    Abstract: To reveal the current status of traditional Chinese medicine (TCM) health and elderly care policies in China, and based on policy limitations, put forward policy optimization suggestions to promote the sustainable development of TCM health and elderly care. Methods/Process A three-dimensional analysis framework of policy theme - policy tool - policy effectiveness was constructed. The BERTopic model, content analysis method and PMC index model were comprehensively used to analyze 16 policies on traditional Chinese medicine health and elderly care. The current distribution and development stage of policy themes, the structural characteristics of policy tool usage and the overall effectiveness of policies were summarized. Results/Conclusion Chinas traditional Chinese medicine health and elderly care policies are currently in the stage of in-depth implementation. The policy tools show the characteristics of giving equal weight to supply and demand types and supplementing environmental policy tools. The average PMC index of the 16 policy documents is 6.768 points, and policies have performed well overall but still has limitations. In response to the prominent issues such as the diverse focuses of current policies, the imbalance in the use of policy tools, and the need to enhance policy effectiveness, this article puts forward policy suggestions including strengthening the coordination of policy content, improving the talent cultivation system, optimizing the structure of policy tools, promoting the participation of multiple entities, and optimizing the incentive mechanism.
