Empirical Study on the Construction of National Regional Medical Centers from the Perspective of Disease-Specific Centralization—A Case Study of the Construction of the Cardiovascular Center

    Abstract: The construction of National Regional Medical Centers is a core strategy for optimizing the layout of medical resources and improving the accessibility of regional medical services. As a key path to drive the leapfrog development of disciplinary capabilities, disease-specific centralization plays a leading and carrier role in this process. Based on the construction practice of the Cardiovascular Center of Chongqing Hospital Affiliated to Jiangsu Provincial Peoples Hospital, this paper systematically elaborates on the target positioning, core elements (organizational innovation, management mechanisms, talent training, technological innovation, scientific research and teaching) and implementation strategies of disease-specific centralization. The study analyzes its effectiveness in improving disciplinary levels, optimizing diagnosis and treatment processes, strengthening talent teams, expanding regional influence and enhancing public welfare. In response to problems such as insufficient interdisciplinary integration, shortcomings in full-cycle management and imperfect regional coordination mechanisms, it puts forward suggestions including strengthening top-level design, promoting digital construction, improving regional coordination standards and enhancing policy support. This research aims to provide empirical reference for the high-quality development of National Regional Medical Centers and highlight the core value of disease-specific centralization in achieving the goal of keeping major diseases treatable within the province.
