Construction of country prioritizing index system for China’s international vaccine cooperation

Abstract: Objective: To construct a country prioritization index system for Chinas international vaccine cooperation, and provide a screening tool and indicator references for Chinas primary selection of vaccine cooperation countries. Method: Based on the PESTEL analysis model, the indicator system was preliminarily determined through literature research and expert interviews. With the help of expert consultation, the indicator system was improved and finalized. The weight of the indicators was determined using the Analytic Hierarchy Process. Result: A screening index system for priority countries in Chinas international vaccine cooperation has been established. This indicator system covers 5 factors including economy, politics, society, technology, law, and regulations, with 15 secondary indicators and 34 tertiary indicators subdivided. The legal and regulatory factors have the highest weight at 0.48, economic factors at 0.23, political factors at 0.15, social factors at 0.095, and technological factors at 0.045. The authority and coordination of opinions of experts are both good. All judgment matrices in the Analytic Hierarchy Process have passed the consistency test, and the weight results of the indicators are reliable. Conclusion: The study has established an index system for Chinas prioritization of international vaccine countries, and the construction process is scientific and reliable, which can provide reference for the selection of Chinas vaccine cooperation countries.
