Investigation and Research on the Current Situation of the Rule of Law Construction in Public Hospitals in Chongqing Municipality

• 摘要：目的:了解重庆市公立医院法治建设现状及存在问题,提出优化建议。方法:通过问卷调查收集全市公立医院760份有效数据,采用Spss27.0统计软件进行卡方检验、描述性统计分析和回归分析。结果:整体来说,重庆市公立医院法治建设在基础性制度框架和领导干部培训层面取得一定进展,但存在制度推行不够全面、法务力量短缺、制度协同不足、层级间发展不均衡等问题。结论:建议深化法治与管理的融合,借助信息化工具,充实人力资源、构建分级推进策略,不断完善制度细则,提高依法治理对医院管理的重要性,提升重庆市公立医院法治建设水平。

  Abstract: Objective: To understand the current situation and existing problems of the rule of law construction in public hospitals in Chongqing, and to propose optimization suggestions. Methods: A total of 760 valid data were collected from public hospitals throughout the city through questionnaire surveys. Chi-square test, descriptive statistical analysis and regression analysis were conducted using Spss27.0 statistical software. Results: Generally speaking, the rule of law construction in public hospitals in Chongqing has made certain progress in the basic institutional framework and the training of leading cadres. However, there are still problems such as insufficient comprehensive implementation of the system, shortage of legal personnel, insufficient coordination of the system, and unbalanced development among different levels. Conclusion: It is suggested to deepen the integration of the rule of law and management, make use of information technology tools, enrich human resources, build a hierarchical promotion strategy, continuously improve the details of the system, enhance the importance of law-based governance in hospital management, and improve the level of rule of law construction in public hospitals in Chongqing.
